Citizen Voices Concerns and Offers Ideas to Encourage Upscale City Neighborhood Development in the 
River and Millrace areas - August, 2000

    It's encouraging to see that the newly formed Goshen Economic Redevelopment Commission is interested in valorizing property along the river and the millrace from Pike to Plymouth.  The stretch above the Guild and the Farmers' Market would make excellent housing - townhouses and apartments -
for upscale yuppies and early retirees as well as for a small quality hotel. That clientele would look for niche shops, dinner restaurants and sidewalk cafes.  Investors are waiting for these opportunities. 
    But nothing will happen, of course, if City Council tears up Third Street and redirects even more truck traffic to the west side of downtown and thus cuts off this potentially choice section along the race. Who's going to buy an apartment next to a truck route?
    City Council needs to press INDOT now to get Hwys 15 and 33 onto the Eastside Bypass to better serve our growing industries and to get the trucks out of town.  Then investors will build up the downtown area into a destination of choice.
